"Rise and Decline of Hitler's Empire" was once published by Sho Kikaku, and then a revised edition was included as an appendix in Command Magazine as "Rise and Decline of Hitler's Empire" and later a "Command Best'' version that followed the rules of the first edition was also released. In terms of victory determination, the Axis forces win if they control the Allied capital and roll the specified number of dice, or if they can maintain Berlin until the end of the game, otherwise the Allied forces win.

This basic version has the same content as the "Command Best" Version but an out-of-supply marker and a PP reduction marker have been added.
