In mid-December of the 26th year of the Republic of China, Japan was unable to implement the "non-expansion policy." The Second Army of the North China Front Army began to carry out operations across the Yellow River, preparing to open up the Jinpu Line and join the Central China Expeditionary Army in Xuzhou. Han Fuju, commander-in-chief of the 3rd Group Army, retreated without a fight, which opened the door to the northern section of Jinpu Road. In late January, the 13th Division of the Japanese Central China Expeditionary Army began to advance northward along Jinpu Road, and fought fiercely with the 31st Army of the National Army in the Chihe and Mingguang areas. In mid-March, the two ace troops of the 10th Division and the 5th Division of the Japanese Army approached aggressively, advancing towards Fuji County and Linyi respectively. In early April, General Terasaichi, commander of the Japanese North China Front Army, emphasized to the Tokyo base camp the necessity of fighting in Xuzhou, and decided to open up the Jinpu line.
