A Japanese plan never executed immediately following the near death blow of Pearl Harbor! There are "what if " games, and there are close to reality "what if" games. EO is that. Players are put in the exact same position as their historical counterparts but for one item: Japanese troops are poised to invade the island of Oahu. What problems would there be? How would the US react had Japanese troops invaded as planned during the chaotic time? The answers are not easy for either player. It was a question of time. It was a plan the Japanese almost used and later would regret for not using.
